Before:

After:
First open photoshop and open a new picture
Select the Gradient tool and click radial gradient
Change the colours white on top and black on bottom and create a new layer
Now Click and drag from the center going to the bottom of the picture, thats the radius
It should look like this
Now change normal to multiply and modify the opacity for how dark or brighter you want it
If you want to do radial brightening just change normal/multiply to overlay and modify the opacity
